Over 30 years of experience representing high technology international and domestic businesses in contractual, technology and business related matters. Specialized knowledge includes Federal, State and local Government Procurement, complex business contracts, international cooperative ventures, business development, and negotiation of strategic alliances in the innovative technology, telecommunications and IT sectors.
Professional Experience
Entered private practice after retirement from the US Air Force as a full Colonel. Retired as a Command Pilot with over 5,000 hours of flying time in high performance jet fighter aircraft. His career in the US Air Force concluded with assignments at Air Force Systems Command and the Pentagon as Chief of the Electronic Warfare Division at Air Force Systems Command responsible for all R&D for strategic and tactical electronic warfare systems, including the EF-111 and the F-4G Wild Weasel dedicated aircraft and in the Pentagon as an R&D Staff Officer responsible for advocacy and management of all USAF R&D Quick Reaction Capability Development Programs.
Mr. Klimek had a storied flying career including USAF Flight Instructor, Tactical Fighter Pilot (over 5,000 hours of flying time), Operations Staff Officer and Engineering Test Project Officer.

Lucia E. Casale specializes in the representation of international and domestic businesses in legal regulatory matters related to the U.S. National Industrial Security Program for companies working in sensitive U.S. Government programs, U.S. Immigration law for international workers, executives, technical personnel and their dependents, and U.S. Export Control, particularly International Traffic in Arms Regulations, "ITAR,” and OFAC (Office of Foreign Asset Control). Among Ms. Casale’s regular clients are Kusters Engineering America, the U.S. subsidiary of Netherlands based Kusters Engineering, B.V., Teledyne Technologies, Saint-Gobain Ceramics and Plastics a division of the French Conglomerate Saint-Gobain and the Zodiac Group, the U.S. subsidiaries of French-based Zodiac S.A.
Ms. Casale is actively involved in many international professional activities. She has represented the Netherlands quasi-government agency TNO in ITAR related matters in the United States. She was a key speaker of the only U.S. legal team invited to the March 2007 defense symposium in Venlo, the Netherlands sponsored by the Netherlands Ministry of Economic Affairs and the Netherlands Defense Manufacturing Association.
Ms. Casale has served as Chairperson for the SBA Trade Mission Subcommittee for “Women Going International.” She has volunteered on the Montgomery County, Maryland Technology Council and has donated her time as a speaker for women business owner's organizations. Her other professional activities include active membership in the Society for International Affairs, the American Immigration Lawyers Association and a member of the Board of Directors of The Friends of the Orphans, a children’s charity with homes for abandoned and abused children in Bolivia, the Dominican Republic, Guatemala, El Salvador, Haiti, Honduras, Mexico, Nicaragua, Peru.
Ms. Casale holds a law degree from Syracuse University, received her Bachelors degree with honors in chemistry from Wells College, attended the London School of Economics and Warwick University in England and attended the Government Procurement law program at George Washington University in Washington, D.C.
