BIOGRAPHY

Sheryl is an attorney with extensive international experience, having advised foreign governments and multinational companies in over a dozen countries on commercial law reforms, international legal best practices in a variety of industries and economic development issues.

Sheryl’s international expertise is both a product of her numerous years working as an Attorney-Advisor in the US Department of Commerce’s Office of the General Counsel and her personal background growing up overseas. At the US Department of Commerce, she advised foreign governments and international clients on a variety of legal and regulatory matters, such as the intersection between technology transfer, intellectual property law, energy law (including oil and gas matters and power purchase agreements), project finance, government contracts (including suspension and debarment procedures) and international franchising to emerging markets. Currently, in addition to continued work on international private investment, Sheryl handles a variety of civil litigation and regulatory compliance matters in the construction, insurance and immigration sphere. She has appeared before the Maryland State courts.

She regularly provides pro bono legal services to human rights and democracy organizations. In law school, she clerked for the Honorable Lynn A. Battaglia on the Maryland Court of Appeals and served as the Vice President of the Immigration Law Students Association. Sheryl is fluent in French, conversant in Spanish and has lived, traveled and worked extensively throughout Africa (including the Maghreb), Latin America and Western Europe.
